I had a tibial tubercle osteotomy and mpfl reconstruction surgery in my right knee 7 weeks ago. after 7 weeks post op, while walking it feels like my kneecap is getting stuck and i have to push it back down to walk further. is this normal ?

No. You should contact your surgeon and go in for X-rays to ensure that there is not something wrong. Displacement of the patenting should be ruled out.
