You did not mention if the “lumps “ are located on the inside or out side of the shin bone. The muscles are attached along the border with the bone. Long standing caused swelling where the muscles are attached to the. Warm compresses are perfect for the condition. However, I would ice the first 24-36 hours. Strengthening the muscles will help. Arch supports or orthotics or good supportive shoes
