Your concern is best when you shared it with your dentist. It is best that you remove the "phlegm" while in the chair so your dentist can see what you are observing. If it is considered to be too thick to be normal, that is simply a symptom so your dentist will try to find the root cause. This may include testing your mouth's bacteria DNA, or taking a 3D xray scan, or referring to an ENT doctor.
