By nine that testis should have dropped if it was going to. I would contact his doc & discuss the matter. A procedure to bring it down and fix it inside the scrotum may be necessary. At the least you should locate the other testis if there is one. Remaining inside the abdomen reduces its reproductive abilities and increases risk of abnormalities later.

Testicles are decended into scrotum by age 6 months if birth weight was normal. Examine son's scrotum when sitting with legs dangling or in warm bath. Distinguishes between retractile/normal testis & undecended testis with empty scrotum. Requires orchidopexy (undescended testis) surgery if scrotum empty on that side to maximize fertility, future psychologic self image + ability to self-examine.
