I have had itchiness for about a year on each side of my scrotum, it is very intense but there is no marks, been to doctor and he couldent rule anything out, i thought maybe need more moisturising? thoughts?

One year of scrotal itching without mark or rash rules out almost everything. Yes, you can try vaseline lotion for a week or so and observe the symptom. There is no harm in doing that.
