The general rule is those that do not come with the seat are not. The seats must conform to standards/testing before they are sold. All add on products are not regulated. Many advertise that they conform to all "rules" but since none apply it is a farce. I would have a certified child passenger seat technician evaluate them. I believe Safe Kids.org keeps a list of available techs.
