Urinary symptoms like yours, at your age, usually are the result of genitally-focused anxiety. If you're worried about the dry skin, they may be connected emotionally -- but otherwise they are separate problems entirely. "Dry skin" or rash of the head of the penis usually isn't serious, but it makes sense to see a physician to assure nothing important, perhaps treatment, and probable reassurance.
