My white blood cell count dropped from 6.1 in november to 4.2 today (5 months later). is this decrease concerning, even though it's still within normal range?

All laboratory results need to be interpreted in the clinical context and the doctor who ordered the tests is usually in the best position to do that. Talk to the doctor who ordered the tests. Having said that, both counts are within normal limits. Counts can change due to intercurrent infections.
