I would seek out a speech and language therapist to do an evaluation. There is likely some things they can do to modify this once they understand the origin of the problem. These specialists often work with school systems or affiliate with children's hospitals.

This really does sound like a mild speech disorder... Was he premature or any other health problems? He may outgrow, but if his tongue placement is not correct leading to the problem, then some sessionscwith a speech therapist may be very useful - both to diagnose if there even is a problem, and if there is, to work on solving it. better to do it when he's 3, than waiting until he's older.
