Post leg surgery after break, now wearing walking boot/air cast, developed rash spreading up leg, red raised bumps very itchy and a burning feeling....what kind of rash could this be? what are some treatments?

Impossible to diagnose or characterize a rash without visualization. Recommend you either see local dermatologist or consider virtual consult online with HT, on the paid site, as this will be far more accurate and conceivably useful.
