I strongly recommend that your mother be evaluated for cardiac as well as pulmonary.pathology. I assume she's not significantly anemic. I would start with a workup by a pulmonologist so that all appropriate testing will be carried out. If no pulmonary cause is found, consult a cardiologist. If her breathing difficulties are at rest but not with exertion, anxiety could be a cause of her distress
