A tiny bit of very fresh looking blood on top of the stool or on the paper, rather than mixed in the stool, is generally a benign issue like a tiny anal fissure from hard stool or could be from a hemorrhoid. If it continues or if there are associated bowel symptoms, see your physician or a gastroenterologist for an examination.
