Sort of: Conception is when the sperm fertilizes the egg. With ivf, the sperm and egg are placed together in the lab so that fertilization (ie: conception) can take place. The result is an embryo that is then transferred into the uterus for implantation to occur.

Yes: If you define conception as the fusion of the sperm and egg as i do, then yes. It just occurs out of the body. Then the embryo, which is normally growing in the fallopian tube for 3 to 7 days, is grown in a petri dish and then placed in the uterus by a physician.
