Not normal: I am not sure exactly what you are describing. There is a condition called lipodystrophy where there is loss of fat tissue either in small areas or more generalized. This can be associated with diabetes. On the other hand, if your mother has been dieting and losing weight as a result, she may be losing weight in some areas more than others, causing her to look different.
