My grandma b/p is 95/45 at 11 pm as she is falling asleep. is this too low?

No BP: BP is normally 90-120/60-80. If you have symptoms with that blood pressure then that is abnormal. More information is needed to comment on your grandmother, If he usually has higher blood pressure that can be a problem. In general blood pressure does lower down when going to bed.
