Depends : Depends on what’s in the nebulizer. If just saline (salt water), probably not. If albuterol, also not really unless you are wheezing. If you are sufficiently short of breath or coughing that you feel you need a nebulizer, it is very likely that you are sufficiently sick as to need medical care. See your doctor (or Urgent Care) ASAP

COVID 19: I agree with Dr. Lentneck. If you are having enough difficulty breathing that you need nebulizer treatments, then a medical assessment would be prudent.
