I have been having a running nose on and off. my temp was 99.3 on tuesday. could this been could covid. i been tested for covid dec 25 and was positive. quarantine 14 days. couldnt re test again. kaiser permanente wont allow me. what should i do?

COVID 19 concerns: Am assuming that the COVID 19 infection you had in DEC 2020, resolved completely. The new symptoms could be from a number of causes. Although there is a small chance this could be reinfection (possibly with another strain), this is also cold & flu season, so that may not be the reason. Evaluation could help to tease this out further.

No need to retest: If you had Covid -19 infection you are very very unlikely to have reinfection. Of the more than 100 million people who have been infected with Covid, the number getting sick from reinfection can be counted on the fingers of one hand. Your symptoms are far more likely to be a infection with a different organism. Wish you good health!
