Tonsils?: See a pediatric ENT or ask your pediatrician, it could be tonsils or enlarged adenoids, often the child will grow out of this.

See Pediatrician: Teething doesn't cause gagging. Enlarged tonsils/adenoids can be problematic. See your pediatrician to ck tonsils/adenoids & swallowing pattern. Also, 1st dental appointment age !. If yhour child has teeth, i would recommend seeing a pediatric dental specialist to ck growth & development, health of the teeth, diet, hygiene, fluoride, and most of all to make friends with your child.

Maybe: Teething does not create gagging issue, but enlarged lymphatic tissue can, and can also lead to disruptive sleep. It may be related to allergies, cold, or growth and development. You may also want to rule out gastric reflux issue for creating irritations - follow-up with your pediatrician and an ENT may assist you with your quest to assist your 11 month old.
