Tinea cruris?: Any of several kinds of dermatitis are possible. the most likely is tinea cruris (jock itch). Try an over the counter anti-fungal cream, of the same types (and on the same pharmacy shelves) as products for athletes foot. If that doesn't clear it up, he needs to see a doctor.
