No: You can do DNA testing on a minor child with just permission from one parent/ guardian. If this is an issue brought about by a divorce, you may want something put in the custody settlement that both parents must agree to certain medical cares/tests. Best to discuss with legal advice, but right now unless there is an order to the contrary, only one parent need consent.
