Covid test: You should not need a referral for the test. You should be able to call your local health authority and let them know your symptoms and then get the test done.

Wear a mask, stay away from others, practice hand hygiene. If you develop breathing difficulty, go to the nearest hospital, immediately. Get Covid vaccine. Wish you good health.
