Hard to say: If localized only to the neck we think of factors that would put it there. Much of rash assessment is visual, so since I can't see it and we can't view it on the public site I must leave it a puzzle. You are welcome to start over with a detailed description of things like color/texture/flat or raised to the skin/etc.
