Humidity: A humidifier will help, as will using saline drops right in the nose to loosen the mucous. If someone is taking a shower, someone else sitting in bathroom in the steam from the shower is also helpful. Put the humidifier right next to the baby's crib. Putting it across the room doesn't do much good. In this day and pandemic, you might also consider getting infant tested for Covid-19.
