Can you get pain behind sternum and breathlessness with an allergy to lactose/dairy?

Probably not: Lactose intolerance usually causes GIO distress. Your symptoms, however, requires immediate evaluation. Please have someone take ou to ER (don't drive yourself). Chest pain and breathlessness must be checked out. If everything OK, then see Allergist and/or Gastroenterologist to evaluate and treat lactose issues. But first have chest issues evaluated.
