Yes for ZA: In South Africa- one consults with a medical provider who will determine need for COVID 19 testing. Consult your local primary care provider or you can use telemedicine for individual consultations.

See below: Covid-19: https://www.cdc.gov/coronavirus/2019-ncov/index.html Please contact your doctor by phone for further evaluation and mechanism for testing in your area. Wear a mask, stay away from others, practice hand hygiene. Be sure to get tested, if you get symptoms. If you develop breathing difficulty, go to the nearest hospital, immediately. Wish you good health.

No.: Hi, thanks for your question. You do not need a referral to be tested for COVID-19. The current recommendation is to quarantine for 10-14 days, although there are currently talks by the CDC in shortening this to 7-10 days. Even if you were to test negative for COVID-19, the test is not always accurate (misses 25% of positive cases!) and therefore we typically recommend quarantining for 2 weeks.
