No: Babies often look like they are in pain when having a bowel movement. Their abdominal muscles are not yet very developed, so they need to push a little harder and may turn red in the face. If the stools are soft and mushy, they are not constipated. If they are like hard pellets, it may be harder for them to push them out. Depending on the age of a baby, extra water may be helpful if constipated.
