Could the whitlows keep coming back as bumps on my fingers, receding and then keep coming back as bumps instead of developing into whitlows (taking hsv 2 oral medication)? if not what could be cause of these recurring bumps?

Not herpes: Herpes whitlow always causes substantial pain, redness, swelling, and pus formation; and occurs only at the corner of a fingernail. Anything else isn't due to herpes. And I've never seen recurrent whitlow; if it happens, it is rare. There are too many causes of skin bumps to guess at the possibilities in your case. See your doctor or a dermatologist. Good luck.
