Irritable bowel?: The inside of the anus is not smooth in anybody; "bumps" usually are normal and probably nothing wrong there. Otherwise, you might have irritable bowel sydrome -- probably unrelated to the anal "bumps". But the only way to know is to see a doctor in person. Clear answers not possible by your description alone on a forum like this. In the meantime, don't worry: doesn't sound serious at all.
