Yes: Technically this is referred to as a varicocoele and even though it seems like the enlarged veins are located in the testicle, the veins are actually adjacent to the testicle. The condition is treatable. And yes, it can reduce fertility by affecting your sperm count. Seek opinion from a urologist.
