Question unclear but: Generally a bit of foreskin that is stuck to some part of the glans (head of the penis) can be peeled off the glans by one's primary care doctor or by the owner of the penis. If it is stuck at the meatus (hole where pee exits), it's best to have one's doctor closely examine it. If skin is attached too firmly to easily peel off, a urologist can peel it off, perhaps after some anesthetic cream.
