Hip,leg pain,numb: The classic symptoms of a bulging or herniated intervertebral disc in the lower back is buttock pain radiating down the back of the leg and foot numbness may also occur. However this wouldn't affect the arm on that side. Either another disc problem in the lower neck would be present or a brain lesion would cause both the leg and arm symptoms simultaneously. I recommend consulting a neurologist
