We reside in an area known for allergies. i suddenly started suffering from allergies last week, and noticed that my 4.5 month old is rubbing her eyes, has a slightly runny nose and is whining more than usual. any advice/antihistamine i can give her?

I wouldn't: I would not assume this is anything more than a reaction to dust or other particles in the air. I don't give antihistamines to infants that age unless they are in the ER & I am treating a significant allergic reaction.
