Can see Dr on video: The described situation sounds like a part of the foreskin is attached to the glans (head of the penis). That is no big deal, as the foreskin eventually comes off the glans, or one may peel it off. The doctor can examine it and help peel it off... if that indeed is the problem. Smegma is usually what is trapped, and easy to remove once a guy gets the skin peeled back.
