Bumps or scrotum: These might be Fordyce spots a which are sebaceous (or oil glands) that become enlarged. They look like little yellowish or white bumps. Or you might have inflammed or infected hair follicles. If this is new - discuss with your doctor. If these have always been present if may be one of the former.
