Depends: The simple retraction of the foreskin by itself can occur at any age & usually does so by age 3-4 . When/if the retracted skin forms a tourniquet like tight ring below the glans (tip) of the penis it can restrict the blood flow to the tip & be dangerous. If it does not restrict the blood flow, which would cause pain & a purplish discoloration, I would let it be.
