No risk, no worry: Even without the clothing, this would be no risk. HIV is not sexually transmitted except by unprotected sex with penile penetration into the vagina or rectum. Even mouth (oral sex) carries almost no risk. There is no risk from frottage or hand-genital contact, including fingering.
