Probably safe, but..: The usual test (nasal or throat swab) detects most but not all infections. If neither person has symptoms suggesting COVID-19 and neither is known to have been exposed, and their tests also are negative, almost certainly it would be safe to be intimate. But it's not possible to be 100% certain. Assuming both of you are about the same age (20s), you're at low risk for a serious outcome.

Not that simple: A person might test negative because there just isn't enough viral load yet. However, they might soon be spreading virus even if they are asymptomatic.
