Can a dentist still remove a broken tooth by simple extraction - depending on how it is broken - and not have to do a surgical extraction?

Severity: Depends on the severity of the procedure. Your Dentist can evaluate the degree of difficulty once he/she has done a clinical examination and imaging, and then determine if you can be treated immediately or whether you would be better off seeing an Oral Surgeon. The decision also has to do with your medical/dental history, meds you are taking, and other factors.
