Confusing post: The sinuses are part of the structures in the upper airway that will usually be infected at the same time as other airway structures. The surfaces are all connected directly. For some the cold will affect more of one area than another, but that is strain specific. If you are concerned about a specific sinus infection, that is defined by lain in the location & pus drainage.
