My baby boy had a severe nasal congestion this morning, had trouble breathing which led to him creating bubbles with his saliva which were also choking him?

Nasal washout: The quickest & most helpful treatment is to wash out the nasal passages with a liberal amount of saline nose spray.The kid won't like it at the time but their nasal passages are small & they must have this removed to breathe better & it will work. He may have a cold or been triggered by fumes/dust/etc. in his environment. Removing potential triggers helps.
