NOT NORMAL: YOU COULD HAVE A CIRCULATION PROBLEM, MOST LIKELY IT IS A NARROWING OF YOUR SMALL ARTERY TO YOUR FINGER . WILL GET BETTER IF GO UNDER WARM WATER OR GO INSIDE WHERE IS WARM.

Blue: Cyanosis can have various causes. Hypothermia, Respiratory problems such as COPD, Congestive heart failure or vasospatic conditions associated with Reynaud's syndrome. Cold exposure can be a cause or simple restriction such as from tight clothes or jewelry.
