I think i have a median raphe cyst. my bottom left testicle feels swollen & my perineal area all the way down to my anus. tight feeling in anus happens also. left testicle also feels/looks lower than usual. who do i go to&is this easy/safe to treat?

Cyst: Could be cyst or possible abscess. Certainly sounds that is needs to be addressed. I would start with your regular provider. He or she can evaluate this and you may need ultrasound. If necessary, referral to urologist can be made.
