How are we supposed to know if we've been in contact with a positive case of coronavirus in the u.s. since they aren't testing people?

Great Question: We have inadequate testing in the US. As a result, you may need to quarantine yourself if you have come in contact with someone who is sick (even if they could not get tested to determine if COVID 19 positive or negative).
