Depends: If you have access to a wash basin mild soaps will do the job quickly with less dryness on your skin. Where this is not convenient hand sanitizers work well.

Both work well.: Plain soap and water works well. Alcohol-based hand rub formulations "containing 80% ethanol or 75% isopropanol, both of which are in the range of alcohol concentrations recommended by CDC, inactivate SARS-CoV-2." REF: https://www.cdc.gov/coronavirus/2019-ncov/hcp/hand-hygiene.html
