Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. There are two main possibilities, molluscum and HPV warts. It would be prudent to see your doctor as the approach to the two is slightly different. Wish your son good health!

Some basics: Warts are caused by strains of a specific family of viruses. Some typical skin warts can occur at any age. They occur when the virus invades the skin surface & uses body serum as food. Since we cannot see what you are calling warts, it is not clear if they are or a similar skin condition called molluscum. If these are located near the genitals it would be very odd to appear in an 8 year old.
