No: There isn't a helmet to wear with which a person could adjust his "brain waves" to slower, normal, or faster. Weird things would happen to us if we just slowed our brains. Human brains are ultra complex, and we would not function normally if we slowed our brains. To help CP, it would be nice to be able adjust signals among nerve cells and signals to various muscles, but we don't have that ability.
