Common: At 3 wks the average baby fusses for 1+hr/d for no explained reason. They fuss using their breathing muscle which pushes out their belly making it hard.Many assume this means cramps but it does not. The swallow extra air when fussing & fart more. This sounds more like a transitional issue that should pass. You might remove dairy or spicy foods from your diet to see if it helps.
