Not likely: Numbness of the penis can occur with low testosterone levels, nerve injury, neurological disorders like multiple sclerosis or scar tissue within the penis. If you have this symptom, I think you should start with an exam by a urologist. Depending upon findings you may then be referred to a neurologist.
