? quickly ? : In the late 70's the feds tried to rush a swine flu into production after emergence of a "new" flu virus. There were more deaths & hospitalization from that vaccine than the flu that year. Safety of the vaccine must first be validated for any "candidate" preparation. There is likely many candidate vaccines that will be tested before a safe & effective one is found. That takes time.
