What are the harms of lead in your skin?

Worrisome: The metal lead is toxic and this is easy to show at high concentrations. When 3 parts per million show up in a tube of lipstick or something to put on the skin, eveybody gets afraid, and perhaps rightly. By contrast, garden soil contains 20-40 parts per million. I wouldn't lose sleep over it.
